배경

현재 GET /themes/${id} API의 대상이 되는 테마의 개수는 약 36개
테스트 과정에서의 전체 API 요청 중 43%를 이 API가 점유하고 있음. => 중복된 호출이 반복되는 것.

Spring Cache 도입 및 관련 로직에 캐시 적용
